With the department being restructured, Jen Thompson is partnered with the new detective, Caroline Lees. A woman who sees victims as statistics, Lees questions the rulings of the DCI and intends to form her own opinions. The two detectives are assigned a case involving a schoolteacher being found not guilty over the sexual assault of one of his pupils, but with Lees concerned about Thompson's emotional involvement, it becomes clear the two detectives' conflicting personalities will only hamper the case and cause the victim further harm. Back at the bunker, former prostitute Tamara Uddin is being introduced as the DCI's newest admin assistant. After recent events, the DCI is drawing as many loyal allies to him as possible, yet Tammy's background causes friction among her new colleagues. As Thompson and Tammy finally meet, vague memories stir in Tammy's mind about a time she was hypnotised and attacked. When Thompson invites Tammy back to her flat to share a meal with her girlfriend, those memories resurface. As a new WetFish forms, the DCI's intention to gather allies threatens to collapse before it has even begun.
